Waste Management picks up yard waste the same day as solid waste collection each year from the week including April 1st through the second week in December. Landscape waste must be placed in cans marked with “X”, or in biodegradable paper bags not exceeding 50 gallons. Tied bundles not exceeding 4-feet in length or 50 pounds in weight will also be picked-up. There is no burning allowed in the Village. Leaf pick-up/vacuuming generally starts the week including mid-October through mid-December.

Hydrant Flushing or Water System Repairs may result in discolored water. Even though the water system is designed so that water has several routes to reach any location, generally speaking, most mains tend to flow in one direction. Water travels slowly through the water mains and sediment settles at the bottom of the main. The flushing program reverses the flow of the water in the main. The reverse in flow direction flushes the sediment from the system through the hydrants. We flush the hydrant until the water runs clear. When a resident uses their water while the main on their street is being flushed they bring the discolored water into their home. The discoloration is just the sediment and it is safe to drink, it just isn’t too appealing (the sediment does have bits of rust, in it). The best way to purge a service of the discolored water is to run cold water until the water runs clear. I suggest using the bathtub faucet because it flows more water. The water should run clear in 10-20 minutes, unless your service is very long, then it may take longer. If you have aerators on your faucets you might want to rinse them out in case the screen caught any debris. If your hot water is discolored, it means that you pulled the sediment into the water tank. You should flush out your service with the cold water faucets and then, when you are sure you have purged the pipes in your home and everything is running clear, you should run your hot water and try to clear that up.Public Works

The area of Route 12 and Route 22 falls under the Illinois Department of Transportation (IDOT) jurisdiction. We have reported all concerns to them as we receive the information from our residents regarding pot holes. Residents can call 847-705-4612 to report pothole damage.

For drainage, issues please call the Public Works Division and talk to one of our employees. The problem will be investigated and a solution will be determined. Most likely, the solution on a homeowner’s lot will be the homeowner’s responsibility as the Village is not responsible for the drainage problems on a private lot. However, the Village may be able to recommend some solutions to solve a resident’s problem. Usually the solution will require a permit from the Building and Zoning Department.

Curb side vacuum for leaf pick up starts mid-October and ends mid-December. There is no burning allowed. Leaves must be raked curbside, not blocking drainage swales. Prairieland Disposal will vacuum leaves on day of or immediately following regular trash pick up.

We offer a secure and simple way to register for our programs from the comfort of your own home. Who can register online? Residents and non-residents may register online. However, to receive resident rates, you must provide proof of residency. How do I activate my online account? Existing households within our system will be issued a temporary User Name and Password. Upon your first time to log-in you will be prompted to change your password. New households will need to complete the on-line enrollment form. Confirmation of your enrollment will be emailed to you within 1 business day. Upon your approval you may begin registering for programs. The first time you log on, you will be prompted to change your password if you would like to. Which programs are eligible for online registration? All programs that have a code number assigned. What else can I do online? You can browse all programs offered and view up-to-date enrollment numbers. If you are registered for a program that offers a multiple payment schedule, you may pay your outstanding balance online under your “Household Account”. You also have the ability to review all the programs for which you have registered, reprint receipts/invoices, print out activity calendars and childcare statements. Can I process a refund or class transfer online? Refunds and transfers cannot be processed online but you may call us at 847-438-5146 or stop by our office at the Barn in Paulus Park to request one. Can I be placed on the wait list online and do I have to pay for it? You can be placed on the wait list online and you will not be charged for the program at that time. We will contact you if we can enroll you and at that time you will be required to pay for the program. Why do I get a message that “an age conflict exists for this class”? When you are choosing which family member to register for the program, you need to make sure you are using the drop down list to choose the correct person. The system defaults to the first person listed in the household which is usually either mom or dad. If the family member has not been set-up with a birth date or if the birth date was inputted incorrectly that could also cause the age conflict. To correct that you will need to contact us at 847-438-5146 so we can make the change.

No. However, from Memorial Day through Labor Day, non-motorized boats, i.e., canoes, kayaks can be launched from Paulus Park by residents only. A $5.00 daily fee is applicable and can be obtained at the Paulus Park Beach Gatehouse or Barn during normal business hours. Hours permitted for lake access with permit are daily (dawn to dusk). Sorry - no pool or fitness center. We do have 2 beaches that are open from Memorial Day through Labor Day. Beaches are located at Paulus Park and Breezewald Park. Carbon monoxide (CO) is a “silent killer” because it is odorless, tasteless, invisible, and lighter than air. CO is quickly absorbed by the body, preventing blood from bringing oxygen to cells, tissues and organs, suffocating its’ victims. Victims of carbon monoxide poisoning are often sickened or killed while sleeping. A carbon monoxide detector will sound when levels of the gas are elevated, alerting residents that they need to leave the home.Fire

The Fire Department recommends that you replace smoke alarms every 10 years and carbon monoxide detectors every 5 years. Changing the batteries every six months is recommended. There are no public boat launches. The lake is privately owned by the property owners surrounding the water. The center of the lake is owned by the Lake Zurich Lions Club. The Lake Property Owners Association regulates how many boats are allowed and issues permits. Boat owners must have permission from property owners to launch. Dogs are allowed in Village parks on a leash as long as they are kept on paved walking paths. Other animals authorized by the Village or State to perform activities in a park that are beneficial to the public health, benefit and welfare are also allowed. Owners of dogs caught with dogs off the leash or caught leaving dog feces in public parks shall be fined up to $500 per violation. To report a loose animal contact the Police Department by calling 911 to connect with our dispatch center.

There are voter registrars at the Village Hall, Police Department, Ela Area Library, and the Ela Township Hall. You will need two pieces of identification showing your name and current address. Registration is open throughout the year except during the 28 days prior to an election, and reopens the second day following an election. In general, the system has been found to work with these devices; but, some may require some type of pre-programming to allow our town’s telephone number to pass through. Water Meter Replacement
The Village's water and sanitary sewer facilities are operated as part of an enterprise fund. This is a separate accounting and financial reporting mechanism for municipal services for which a fee is charged in exchange for goods or services. It allows a community to demonstrate to the public the portion of total costs of a service that is recovered through user charges and the portion that is subsidized by the tax levy, if any. With an enterprise fund, all costs of service delivery—direct, indirect, and capital costs—are identified. This allows the community to recover total service costs through user fees if it chooses.
The water bill contains several charges that are all factors of the amount of water used, billed in 100 gallon increments.
- Operations & Maintenance - The cost to operate the entire water and sanitary sewer system used to produce and deliver water
- Infrastructure - Funding for capital improvement projects
- Lake Michigan Water - Funding for the transition to Lake Michigan Water
- LCTC - Lake County Treatment Charge passed on by the County that treats the Village's waste water

Each water meter's radio frequency device has a unique identification number, which is transmitted along with the meter reading. The unique number is compared to your account record to ensure a match. This reading is deemed more accurate than visually reading the meter. Some of the newly installed Sensus iPearl water meters have been pulled for testing by an independent laboratory and have shown to be 99.57% accurate.

A small box, called a Meter Interface Unit (MIU), or transmitter, is installed on the exterior of your house or business near your water meter. It is connected to your new water meter inside your home, and transmits a radio signal to a data collector. Your meter reading is then transmitted to the Village instantaneously and daily. Each meter has a unique identification number that ensures only your reading is assigned to your account. This system reduces the need for manual meter readings, catches any leaks sooner, and is far more accurate.Water Meter Replacement

The Village is replacing existing water meters with new meters that utilize AMR technology to remotely read customer meters and relay the data to the Villages’ Billing Office, providing timely and reliable reading without having to gain access to your property.

Yes. AMR improves accuracy. It will detect possible leaks faster and may allow us to notify you of problems before they become serious, and costly. It also eliminates the need for manually reading meters, except for periodical maintenance or replacement of system components, when needed. To enhance the diversity of the parkway tree population through the careful placement of new trees in an effort to avoid future large-scale infestations similar to the devastation created by the EAB beetle.

The tree replacement program applies to the replacement of trees located within the public right-of-way owned by the Village of Lake Zurich. This is known as the parkway. It's the area of grass located between the sidewalk and the street.

Due to the tremendous number of trees lost to the EAB beetle, the replacement program is estimated to take 15 to 20 years at the current funding of $50,000 each year. This will go faster if funding levels increase or residents choose to purchase parkway trees on their own instead of waiting for the Village

The Village maintains a tree replacement schedule that prioritizes tree replacement in specific neighborhoods based on the order that infested trees were removed. Trees will be replanted inapproximately the same locations as the ones previously removed by the Village, with some exceptions noted below.

There are certain circumstances where a replacement tree will not be provided in the same location as the previous tree, or at all. These circumstances include;
- Proximity to driveways
- Proximity to other trees
- Narrow parkways
- Utility conflicts, both overhead or below ground
- Proximity to fire hydrants, water values or underground "buffalo-boxes".
- Proximity to utility poles
- Proximity to traffic signs or signals
- Property owner preference - request by property owners to opt-out of the replacement tree will be considered on a case-by-case basis, with an effort to accommodate them wherever practical.

Selection of the species of tree to be planted is recommended by the Village's full-time ISA certified Arborist, volunteer resident Tree Commission, and the Director of Public Works.
- A preference is placed on species that enhance the diversity of the Village's overall tree population.
- Preference to species native to northern Illinois might be given, depending on available parkway width, the types of other trees on the same block, and unit cost of the desired tree species.
- Popular species that already comprise a high percentage of the village forest canopy will not be included in the approved species list, except on a case-by-case basis.
- The approved species list will be reviewed and updated annually by the Tree Commission based upon seasonal availability, anticipated unit costs, and the current progress towards meeting diversity goals for the tree population.

Based on the allotted funds approved by the Village Board in each fiscal year, Village Staff will issue a request for bids for the supply and planting of parkway trees. This competitive bid process drives down tree prices.

Property owners selected to receive a replacement tree in the parkway adjacent to their home have the option to upgrade to a larger diameter tree by contributing their own funds. The default size for most trees is 1 ½ inches with the option to upgrade to 2 ½ inches. The Village buys 1 ½ inch diameter trees because the survival rate is higher compared to smaller seedlings, which would have a tough time surviving in parkway conditions.

Yes, residents who would rather not have a tree placed in their parkway are able to opt-out of the program on a case-by-case basis during the season they are scheduled to receive a replacement tree.

Trees planted under the program include a one-year warranty from the landscaping company that won that years bid. The Public Works Department is responsible for watering all trees utilizing gator bags but residents are highly encouraged to please help water the trees as needed.

Staff reviews permit applications in case the proposed removal poses a threat of damage to an adjacent property. If this is a possibility, the removal will be under the direct supervision of the Village. It's a no-fee permit and it's only required for a large trees 10-inches or greater in diameter.

Yes, this is another free, no-fee permit. It helps ensure that the tree planted is in an appropriate location away from underground utilities or overhead wires. It also helps to ensure the tree planted is an approved species, as approved by the Tree Commission. This has been deemed important to help prevent single species infestations and devastation.

If the tree is dying and poses a threat to adjacent property or the public at large a resident may be notified by the Village to remove the threat. There is a potential risk of dead trees falling into streets or into a public park. The Village has had many situations where an infected and dying ash tree over-hangs a public sidewalk and falling branches have fallen onto walkways.

It depends on the species. The Village goes through a competitive bid process each year so the prices fluctuate based on nursery stock/climate conditions, etc. The available replacement tree stock is often in short supply. Lake Zurich is not the only municipality looking to replace trees.
The trees are roughly $250 - $400 per tree. So, the annual $50,000 budget gets the Village roughly 150 to 200 trees each year. Obviously, if additional resources become available in the future, the Village may be able to increase the number of trees planted each year. -

Yes. Residents interested in paying for a replacement tree can complete this application. This no-fee application process ensures the tree is planted in an appropriate location and that the tree is an approved species. Please submit the application when you have decided on the species, but before purchasing the replacement tree. The Village is committed to ensuring tree diversification throughout the Village and we have a professional Arborist on Staff at Public Works who is happy to work with you in helping to choose the right species.

The Village asks that residents assist in watering parkway trees after they are planted. Village Public Works crews work long hours each week to maintain and water these trees after they are planted, but resident assistance goes a long ways to ensuring the health of these newly planted trees.
Residents are also able to purchase a larger tree than the Village-provided tree for a small additional fee. Larger trees provide some added benefits and residents are able to take advantage of the Village's contracts to obtain a larger tree for a smaller cost than what it would normally cost them to purchase on their own.

There is no fee to attend Rock the Block. Any individual who wishes to purchase alcoholic beverage tickets at the event, must first produce a photo ID demonstrating 21+ and wear a free wristband identifying your age has been confirmed. Prices for adult beverages vary; $7 for beer, specialty drinks and wine. Prices vary per food vendor. Yes. Rock the Block is geared more towards adult activities, but all ages are welcome to attend. There is a community playground at Lions Park for youth to use.

Backpacks, bags, purses, gym bags, etc. can be brought onto the Rock the Block grounds. No outside alcoholic beverages are allowed into the event. If alcoholic beverages are brought onto the grounds, the Lake Zurich Police Department will confiscate it or ask you to dispose of it immediately.

There is a Rock the Block sub-task force that meets throughout the year that assists the Village with event operations. The task force reviews all survey feedback (annually surveys vendors, volunteers and community), assists with the booking of food vendors and event promotions and choses the entertainment at the Rock the Block event each year. The task force reviews bands based on emailed submissions and does make a point to see bands perform live prior to booking them for Rock the Block. You can find further information on the event including the bands by visiting lakezurich.org. If you perform or represent a band and would like them to be on the list that Rock the Block sub-task force reviews, please email information to Bonnie.Caputo@lakezurich.org. Please note that the sub-task force does selects bands for the following year within 60 days after the current event, so get your submissions in early.

Rock the Block showcases a wide variety of food vendors ranging from local Lake Zurich establishments to food trucks. Since space at our event is limited, local restaurants/food vendors and returning vendors are given a priority registration period to participate in the event. After the priority period, the Rock the Block sub task force is responsible for identifying potential new vendors that may be a good fit. Please be aware that the sub-task force does encourage local participation, but we are also mindful that not all restaurants have the capacity and resources to be mobile at our event (off-site equipment, additional staff, etc.).

There are no ATMs at Rock the Block. Rock the Block does accept both debit and credit cards for wristbands/beverage tickets; however, this feature is not always accepted by every food vendor so we encourage you to also bring cash. There are a couple ATMs available within walking distance of downtown at Mo’s Liquor and Scoreboards Bar & Grill but you may want to call to make sure they are in service.

- If your notice says, “Electric Aggregation Notice,” your account will be switched to MC Squared and you need do nothing. You receive a ComEd switch notice in June confirming the change. You can choose to opt out by: 1) calling 833-740-0476, or 2) returning the pre-paid opt out form you received.
- If your notice says, “Informational Content Only: Account Returns to ComEd,” You need do nothing and you will be moved back to ComEd, but are still considered part of the Aggregation Community. In June, you will receive a notice from ComEd confirming your drop back to ComEd service.
- If your notice says, “Remain at ComEd: Informational Content,” your account will remain at ComEd, and you need do nothing.

In 2011 Lake Zurich voters approved a .5% Non-Home Rule Sales Tax Referendum for expenditures on municipal operations, expenditures on public infrastructure, or property tax relief. In August 2024 the Governor signed HB3144 giving Illinois non-home rule municipalities the authority to enact an up to 1% local sales tax on general merchandise by local ordinance.

The Village has increased the local non-home rule sales tax by 0.5%, bringing the total local sales tax to 1%. The additional 0.5% are dedicated to reducing the financial impact of bringing Lake Michigan Water to the community.

No. The Non‐Home Rule Sales Tax is not charged on titled personal property such as cars, trucks, trailers and snowmobiles, nor does it apply to medical appliances and corrective eyewear.
The sales tax increase would apply to tangible goods and prepared food, including clothing, grooming/hygiene products, electronics, appliances, housewares/home décor, readily consumed foods and beverages, restaurant sales, alcohol sales, soft drinks and candy.

The Lake Michigan water infrastructure project is the largest infrastructure initiative ever undertaken by the Village. About 33% of the $154 million water project cost would be funded by the sales tax. That means out of towners will contribute roughly 17% of the total project cost through their sales tax contributions.. The additional sales tax will generate between $2.5 and $2.7 million a year. A property tax increase places the entire burden of bringing Lake Michigan Water to Lake Zurich solely on residents. The least expensive time to do this is now. The Village Board unanimously decided in March 2024 to not delay any longer as this project will only cost more in future years. Wauconda voters approved its financing structure in 2012 and began piping Lake Michigan water in late 2019. The cost of money and interest rates for long-term financing (plus the inflationary pressures the economy has experienced in recent years) have increased significantly since Wauconda connected.
The Village will transition to Lake Michigan water in the next three to four years. Staying on the deep aquifer system would require comparable long-term investment costs, but with greater long-term risks.

The short answer is: Yes. The Village has been treating the deep well water and removed radium from what we send into the drinking water system. This process accumulates the radium which is then sent directly into the waste water stream. We studied various options of removing the radium from the well water and having it hauled away. The cost of installing equipment, that is not fully proven, is nearly the same as switching to Lake Michigan Water. The Village would continue to be responsible for the hauled away waste even after it arrives at the disposal site. Essentially, we would be in the radium production business with all of the hazards and regulations that come along with it. None of this is required with Lake Michigan Water.

The long term sustainability of the aquifer as the water source for Lake Zurich is questionable since the water contained within is being depleted at a faster rate than it is replenished. The overwhelming issue is the radium and barium that is contained in water obtain from the existing deep wells. Radium and barium removal is required before the water is sent into the distribution network. Lake County has advised us that continuing to send our backwash containing concentrated radium and barium needs to come to an end. Alternative methods to remove the radium and transporting it to offsite storage are unproven at the scale Lake Zurich requires and are nearly as costly as switching to Lake Michigan Water in the first place.

Yes. A unit of local government may enact ordinances to prohibit or significantly limit a recreational cannabis business establishment’s location.
NOTE: While recreational cannabis business establishments may be prohibited, the Compassionate Use of Medical Cannabis Pilot Program Act specifically provides that medical marijuana disbursement facilities may not be prohibited within municipal borders. For medical cannabis establishments, then, municipalities can only regulate location via “reasonable” zoning regulations (special use permits, etc.).
