Modes of Transportation
The Lake Zurich Police Department strongly advises residents to become acquainted with the various modes of transportation available to them. This knowledge will enable them to comprehend the regulations and laws governing their safe and responsible use.
Definition
- VEHICLE: Every device, in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power, devices used exclusively upon stationary rails or tracks, and snowmobiles as defined in the snowmobile registration and safety act.
- VEHICLES ON SIDEWALKS OR IN SAFETY ZONES: Lake Zurich Village Ordinance 6-4B-3. No driver of a vehicle shall drive within any sidewalk area except at a permanent or temporary driveway, nor at any time into or up any portion of a roadway marked as a safety zone. This section does not apply to any vehicle moved exclusively by human power, nor to any motorized wheelchair.

What can be operated on public roads?
- Bicycle
- Low-Speed Vehicle (on roads with speed limit of 30 mph or less)
- Low-speed electric bicycle
- Low-speed gasoline bicycle
- Moped
- Motorized Wheelchair
- Electric personal assistive mobility device
What can be operated on sidewalks?
- Electric personal assistive mobility device (only up to 15 MPH)
- Bicycles (except those powered by a gas or electric motor)
- Mobile carrying device
- Motorized wheelchair
What can only be operated on private property?
- All-terrain vehicles
- Motorized skateboards
- Golf cart
- Off-highway motorcycle 1
- Recreational off-highway vehicle 1
1 It is a public nuisance to operate, or for a property owner to allow, off road motor vehicles, including all-terrain vehicles (ATVs) and off-highway motorcycles, on private property where the noise from which can be heard from a distance of one hundred feet (100') or more from the property line
Non-Highway Vehicles
No Non-Highway vehicles, recreational off-highway vehicle, or off-highway motorcycle shall be operated on any village street or sidewalk, except when making a direct crossing of a street, provided:
- The crossing is made at an angle of approximately ninety degrees (90°) to the direction of the street, road, or highway, and at a place where no obstruction prevents a quick and safe crossing; and
- The all-terrain vehicle or off highway motorcycle is brought to a complete stop before attempting a crossing; and
- The operator of the all-terrain vehicle or off highway motorcycle yields the right of way to all pedestrian and vehicular traffic that constitutes a hazard; and
- That when crossing a divided highway, the crossing is made only at an intersection of the highway with another public street, road, or highway.
All-Terrain Vehicle
- Designed primarily to travel off road
- 50 inches wide or less
- Empty weight of 1,500 pounds or less
- Three or more tires
- Has a seat or saddle
- Steered by a wheel or handle bars
- Not a lawnmower
- Driver’s License is required if operated on street or highway
- Registration is not required but must be titled
- Insurance is required if operated on street, road, or highway (Farm use is exempt)

Off-Highway Motorcycle
- Two wheels
- Designed primarily off-road
- Has a seat or saddle
- Gas or Electric
- Driver’s license is required if operated on street road or highway
- Registration is not required but must be titled
- Insurance is required if operated on street, road, or highway

Recreational Off-Highway Vehicles
- Designed to travel primarily off-road
- 64 inches or less wide
- Empty weight of 2000 pounds or less for gas-powered or 3000 pounds or less for electric-powered
- Four tires
- Has a seat and steering wheel
- Not a lawnmower

Golf Cart
A vehicle specifically designed and intended for the purposes of transporting one or more persons and their golf clubs or maintenance equipment while engaged in the playing of golf, supervising the play of golf, or maintaining the condition of the grounds on a public or private golf course.
Except as otherwise permitted by law, no golf cart shall be operated on any village street, except to make a direct crossing under the following conditions:
- The crossing is made at an interchange approved by the village and at a place where no obstruction prevents a quick and safe crossing; and
- The golf cart is brought to a complete stop before attempting a crossing; and
- The operator of the golf cart yields the right of way to all pedestrian and vehicular traffic that constitutes a hazard; and
- There is no tunnel or overpass ramp provided for the golf cart to cross through the golf course.

Motorized Skate Board and Scooters
- Has a deck or platform
- Two or more wheels
- Self-propelled by either an electric or gas motor
- Motorized Skate Board and Scooters shall not include the following:
- A motor vehicle
- A motorcycle
- A motor driven cycle
- A motorized pedalcycle or
- A motorized wheel chair or other device designed and used to transport a person with a disability

Bicycle
- Propelled by human power
- Two tandem wheels
- Not a scooter

Low-Speed Electric Bicycle
- Has pedals
- Powered by an electric motor < 750 watts
- Not a moped or motor driven cycle
- Cannot ride on sidewalks
- Must be labeled as a low-speed electric bicycle (if manufactured in 2018 or later)
- Class 1: Motor only provides assistance when rider is pedaling and shuts off when bicycle reaches 20 miles per hour (MPH)
- Class 2: Motor can be use on its own to propel bicycle to 20 miles per hour (MPH)
- Class 3: motor only assists when rider is pedaling and shuts of when bicycle reaches 28 miles per hour
- Must have a speedometer
- Must be 16 years of age or older to operate
- Registration and insurance is not required for any class.

Low-Speed Gas Bicycle
Two or three wheels with pedals
- Powered by a gas motor producing < 1 horsepower
- Cannot operate faster than 20 miles per hour
- Must be 16 years or older to operate
- Cannot operate on sidewalk
- Registration and Insurance is not required

Miscellaneous Bicycle Laws
- Every person riding a bicycle upon any street has the same duties and responsibilities as a motor vehicle.
Laws governing these rules: Lake Zurich Village Ordinance 6-6B-1
- No bicycle shall be used to carry more persons at one time than the number for which it is designed and equipped
Examples:
- Good: Parents carrying children with the proper equipment
- Good: Tandem bicycles with two seats attached for double occupancy
- Bad: Pegs on front or rear tires

- No person riding upon and bicycle shall attach the same or himself to any vehicle upon the roadway

- No person operating a bicycle shall carry any package, bundle or article that prevents the use of both hands in the control and operation of the bicycle

Motor-Driven Cycles and Similar
Motor-Driven Cycle
- Motorcycle, motor scooter, or motorized pedalcycle, having less than 150 CC motor
- Note: A motor scooter is generally considered a motor-driven cycle having a motor between 50 to 149 CC

Moped
- Motor-driven cycle with a motor producing less than two horsepower
- Less than or equal to 50 CC motor (if gas powered)
- No manual transmission
- Speed attainable in one mile is between 20 to 30 miles per hour.
- Must be titled and registered if it has a federal safety certification label in addition to a vehicle identification number (VIN)

Electric Personal Assistive Mobility Device
- Has 2 self-balancing, non-tandem wheels
- Designed for one person
- Has an electric motor
- Max speed limited to 15 miles per hour or less

Other Motorized Devices
Motorized Wheelchair
- Self-propelled and designed to be used b persons with disabilities
- Max speed is 8 mph

Mobile Carrying Device
Used for carrying cargo only
- Weighs less than 90 pounds, not including cargo
- Max speed of 12.5 mph
- Designed to operate within 10 feet of operator
- Can only be operated on sidewalks and crosswalks

Low-Speed Vehicle
- Four wheels
- Maximum speed between 20-25 miles per hour
- Has head, tail, stop lamps, signals, exterior mirrors, parking brake, windshield, Vehicle Identification number (VIN) and seatbelts
- Driver’s license is required
- Title and registration is required
- Insurance is required
- Can only be operated on highways with a posted speed limit of 30 MPH or less or when authorized by local ordinance
