To enhance the diversity of the parkway tree population through the careful placement of new trees in an effort to avoid future large-scale infestations similar to the devastation created by the EAB beetle.

The tree replacement program applies to the replacement of trees located within the public right-of-way owned by the Village of Lake Zurich.  This is known as the parkway.  It's the area of grass located between the sidewalk and the street.

Due to the tremendous number of trees lost to the EAB beetle, the replacement program is estimated to take 15 to 20 years at the current funding of $50,000 each year.  This will go faster if funding levels increase or residents choose to purchase parkway trees on their own instead of waiting for the Village

The Village maintains a tree replacement schedule that prioritizes tree replacement in specific neighborhoods based on the order that infested trees were removed.  Trees will be replanted inapproximately the same locations as the ones previously removed by the Village, with some exceptions noted below.

There are certain circumstances where a replacement tree will not be provided in the same location as the previous tree, or at all.  These circumstances include;

• Proximity to driveways
• Proximity to other trees
• Narrow parkways
• Utility conflicts, both overhead or below ground
• Proximity to fire hydrants, water values or underground "buffalo-boxes".
• Proximity to utility poles
• Proximity to traffic signs or signals
• Property owner preference - request by property owners to opt-out of the replacement tree will be considered on a case-by-case basis, with an effort to accommodate them wherever practical.

Selection of the species of tree to be planted is recommended by the Village's full-time ISA certified Arborist, volunteer resident Tree Commission, and the Director of Public Works.

• A preference is placed on species that enhance the diversity of the Village's overall tree population.
• Preference to species native to northern Illinois might be given, depending on available parkway width, the types of other trees on the same block, and unit cost of the desired tree species.
• Popular species that already comprise a high percentage of the village forest canopy will not be included in the approved species list, except on a case-by-case basis.
• The approved species list will be reviewed and updated annually by the Tree Commission based upon seasonal availability, anticipated unit costs, and the current progress towards meeting diversity goals for the tree population.

The property owners in the neighborhoods proposed to be included in each season's tree replacement program will be notified in writing via door hanger and letter in advance of that year's program.

Based on the allotted funds approved by the Village Board in each fiscal year, Village Staff will issue a request for bids for the supply and planting of parkway trees.  This competitive bid process drives down tree prices.

Property owners selected to receive a replacement tree in the parkway adjacent to their home have the option to upgrade to a larger diameter tree by contributing their own funds. The default size for most trees is 1 ½ inches with the option to upgrade to 2 ½ inches.  The Village buys 1 ½ inch diameter trees because the survival rate is higher compared to smaller seedlings, which would have a tough time surviving in parkway conditions.

Yes, residents who would rather not have a tree placed in their parkway are able to opt-out of the program on a case-by-case basis during the season they are scheduled to receive a replacement tree.

Trees planted under the program include a one-year warranty from the landscaping company that won that years bid. The Public Works Department is responsible for watering all trees utilizing gator bags but residents are highly encouraged to please help water the trees as needed. 

Yes. A no-fee permit is required for removal of any tree of 10 inch diameter or greater. A permit application is available online at and at the Community Services Facility, 505 Telser Road. Complete the application and submit by email to Nicky Petroff. 

Staff reviews permit applications in case the proposed removal poses a threat of damage to an adjacent property.  If this is a possibility, the removal will be under the direct supervision of the Village.  It's a no-fee permit and it's only required for a large trees 10-inches or greater in diameter.  

Yes, this is another free, no-fee permit.  It helps ensure that the tree planted is in an appropriate location away from underground utilities or overhead wires.  It also helps to ensure the tree planted is an approved species, as approved by the Tree Commission. This has been deemed important to help prevent single species infestations and devastation.

If the tree is dying and poses a threat to adjacent property or the public at large a resident may be notified by the Village to remove the threat. There is a potential risk of dead trees falling into streets or into a public park. The Village has had many situations where an infected and dying ash tree over-hangs a public sidewalk and falling branches have fallen onto walkways. 

It depends on the species. The Village goes through a competitive bid process each year so the prices fluctuate based on nursery stock/climate conditions, etc.  The available replacement tree stock is often in short supply. Lake Zurich is not the only municipality looking to replace trees.

The trees are roughly $250 - $400 per tree. So, the annual $50,000 budget gets the Village roughly 150 to 200 trees each year.  Obviously, if additional resources become available in the future, the Village may be able to increase the number of trees planted each year.

Yes. Residents interested in paying for a replacement tree can complete this application. This no-fee application process ensures the tree is planted in an appropriate location and that the tree is an approved species. Please submit the application when you have decided on the species, but before purchasing the replacement tree. The Village is committed to ensuring tree diversification throughout the Village and we have a professional Arborist on Staff at Public Works who is happy to work with you in helping to choose the right species.

The Village asks that residents assist in watering parkway trees after they are planted. Village Public Works crews work long hours each week to maintain and water these trees after they are planted, but resident assistance goes a long ways to ensuring the health of these newly planted trees.

Residents are also able to purchase a larger tree than the Village-provided tree for a small additional fee. Larger trees provide some added benefits and residents are able to take advantage of the Village's contracts to obtain a larger tree for a smaller cost than what it would normally cost them to purchase on their own.
