New Development Projects

The following are highlights of projects that are going through the Village’s approval process, which includes review by Staff, the Planning & Zoning Commission, and the Village Board.  For more information on these or other development projects, please contact us.
  
Former Omega Restaurant Property - Potential Gas Station
449 South Rand Road

Summary:
Truenorth Energy is proposing the redevelopment of the 1 acre property on the northwest corner of Route 12 and Route 22. Truenorth proposes a gas station consisting of a 3,500 square foot convenience store and six gas dispensing units with the ability to fuel 12 vehicles.  The station would be operated by Shell and open on a 24-hour basis, 7 days a week.  The operater is ultimately looking to sell beer and wine at the convenience store but have indicated they have no intention of installing video gaming machines.  
  
Status: The Planning and Zoning Commission has recommended this project move forward to the Village Board for final approval with certain conditions to be reworked for the final plan. This project will be appearing before the Village Board for final approval at a November or December meeting.

Downtown "Block A" - Lakeside by Promenade

Summary:

  Block A is a 1.6 acre site located on the west side of downtown Lake Zurich, immediately across from the lakeside promenade.  This property is owned by the Village and has been cleared and prepared for future development.  The Village has publically stated its commitment to encouraging the redevelopment of this site.  Over the past several years, multiple concept plans have been proposed by developers but for various reasons none of these have come to fruition.
 

Status

: The Village continues to market the Block A property to interested developers.  As of Fall 2017, there has not been a formal redevelopment application submitted for review by the Planning & Zoning Commission and Village Board.
   

Downtown “Block C” Residential Development

Summary

:
The final plan that was brought to the Village Board for approval consisted of the two apartment buildings containing a total of 48 units, of which 36 are to be 2-bedroom units and 12 are to be one-bedroom units.

Final approval of this development appeared on the November 21, 2016 Village Board agenda.  Village Board Trustees voted 5-1 in favor of approving the Redevelopment Agreement between the developers and the Village, as well as 5-1 in favor of the Planned Unit Development.

Status

: Final approval of this project was granted at the November 21, 2016 Village Board meeting.  The Village has officially sold Block C to Foxford Communities for $270,000 and completion of park and streetscape improvements at the corner of Old Rand Road and Main Street valued at approximately $350,000. Foxford has begun construction on the project, and construction will continue through 2018.
  

Former K-Mart Redevelopment

Summary

: The proposed redevelopment of this seven acre property, formerly the site of a K-Mart, was first presented to the Village Board in January 2016.  Garden Homes proposes to redevelop the site as a mixed use development with 162 apartments and approximately 19,000 square feet of commercial space, including restaurant space.  The developers intend to demolish the current vacant building and construct three separate residential rental buildings, each consisting of three stories over indoor parking.  The plan includes a mix of one, two, and three bedroom rental units.

The proposed redevelopment of the Former K-Mart Property will appear before the Planning and Zoning Commission on Wednesday, October 18th, 2017 for final plan approval. The project will then have to appear before the Village Board at a future date in November or December for final plan approval and approval of a development agreement.

Sparrow Ridge Plaza

1075 South Rand Road


Summary

: In March 2016, the Village Board provided final approval to the Fidelity Group to develop a Planned Unit Development at 1075-1077 South Rand Road, consisting of a gas station, child daycare center, and approximately 10,000 square foot retail building that may contain a drive-through restaurant with outdoor seating.  Prior to this final Board approval, in January and February 2016, the Planning & Zoning Commission held public hearings on the proposed development.  The developers have now received all approvals from the Village to develop the property and site preparation work is underway.

Status

Site preparation work has been occurring during April 2017.  Excavation work and utility installation is planned for May and June 2017.  Site development and construction of buildings is expected to occur throughout the summer and autumn months of 2017 with final completion of Sparrow Ridge Plaza around December 2017.
  

Davenport Family Funeral Home

Summary

:
In November 2014, the Village Board granted final approval for the development  of Davenport Family Funeral Home and Crematory on the vacant property north of the Inland Bank on Old Rand Road.  Davenport appeared before the Village Board in February 2014 for a courtesy review and before the Plan Commission in October 2014.  This will be the third Davenport location, with others located in Barrington and Crystal Lake.

Status:

Davenport Family Funeral Home has received all final approvals from the Village and site preparation for construction has started.  Construction will be continuing over the winter months with an opening anticipated before the end of 2017

Cummings Property - Steil Plaza of Lake Zurich

Southwest Corner of Quentin Road & Route 22



Summary

Developers from Central One LLC and MBI Development have proposed to build 48 single-family residence's and five acres of commercial retail space.  The commercial component was proposed to front Route 22 and Quentin Road and contain a bank, gas station with convenience store, a multi-tenant retail building, and a drive-through fast food restaurant.

Cummings Property Concept Plans & Details


Status:

At the June 5th Village Board meeting, this project was denied by the Village Board. The developers are currently working on a significantly revised proposal which will appear before a future Planning and Zoning commission meeting. At this meeting, the commission will decide whether to recommend the proposal for approval or denial by the Village Board. The Village Board would then vote to recommend or deny the proposal at a future meeting.
  
Giordano’s Redevelopment

Summary

: Developers at GW Properties originally appeared before the Village Board for a courtesy review on September 21, 2015 seeking approval of a Planned Unit Development that includes the demolition of the former Giordano’s building, a reconfigured parking lot, and the construction of a new 8,400 square foot multi-tenant retail building.  The Village Board approved the concept and sent the development for further review at the Planning & Zoning Commission at meetings on December 16, 2015 and January 20, 2016. The PZC granted final approval for the development to proceed.

Status

: The proposed redevelopment has received all final approvals by the Village and has now been pending real estate negotiations between the current property owners and developers. As of early November 2016, the Village has not issued any demolition or construction permits related to this project.

Hackney's Redevelopment
880 North Rand Road

Summary

Life Time Fitness has developed a proposal for a 125,000 square foot luxury fitness facility at the former Hackney's Property. The fitness facility would include an indoor and an outdoor pool, a spa, a café, and multiple other amenities. They held a community meeting open to residents to address their questions and concerns on Tuesday, August 15th.

Life Time Fitness will be appearing before the Village Board at the Monday, August 21st meeting for a courtesy review. A courtesy review is a preliminary opportunity for the developer to receive feedback from the Village Board before they submit a formal application. The Board will not vote or take any official action in regards to the proposal at the August 21st meeting.
